With Rostov's financial difficulties and after a 3 month winter break where the pitch was frozen constantly, it was not a thing of surprise.
It didn't take long after Manchester United manager Jose Mourinho complained about the bad situation of the pitch before their UEFA Europa League game against Rostov.  It escalated too fast.

The Official statement released by the RFU reads:

"RFPL Natural and Artificial Turf Pitches Commission took a decision to ban stadiums Olimp-2 in Rostov-on-Don and Centralny in Kazan from having ROSGOSSTRAKH Russian Football Championship matches. The stadiums are banned till they correct all their shortfalls and bring football pitches to the condition in accordance with requirements of regulative documents".

Following the recent development, RFPL Natural and Artificial Turf Pitches Commission for ROSGOSSTRAKH Russian Football Championship matches took a decision to hold Match Day 20 match between PFC Krylia Sovetov and FC Rostov at Metallurg Stadium in Samara on 19 March 2017.

The order for Rubin Kazan has not been issued, therefore, their new match venue have not been announced.
